How is excise duty on credit card spends calculated and who pays it?

I notice that some credit card transactions show an excise duty charge. How is this calculated? Is it a percentage of the transaction amount or a fixed fee? Also, who bears this cost — the cardholder or the merchant? Does this apply to all transactions or only certain categories?

Excise duty on credit card transactions was abolished in 2016, so you should not see any excise duty charges on your credit card statement. What you might be seeing is the GST charge of 18% on certain fees like annual fees, add-on card fees, and cash advance charges. There is no excise duty on regular spends.

Some older cardholders may still see legacy entries, but excise duty was removed in Budget 2016. If you see what appears to be excise duty, check your statement more carefully — it is likely the 18% GST that applies to fees and financial services.
