Why fuel cards are worth a separate look

Fuel is a recurring monthly expense for most urban Indians. A commuter spending ₹5,000/month on fuel pays ₹60,000/year. With the right fuel card, the savings can be ₹3,000–₹6,000/year in surcharge waivers and cashback.

The fuel card market in India:

  • HDFC IndianOil: co-brand with Indian Oil Corporation. Best for IOCL users.
  • BPCL SBI co-brand: co-brand with Bharat Petroleum. Best for BPCL users.
  • HP PaySprint / HPCL cards: smaller market share.
  • Generic fuel cards: HDFC, ICICI, Axis offer fuel surcharge waivers across chains.

HDFC IndianOil Credit Card

The flagship fuel card in India.

  • Annual fee: ₹500 (waived at ₹50,000 spend).
  • Welcome benefit: 5% cashback on first fuel purchase (up to ₹300).
  • Fuel surcharge waiver: 1% fuel surcharge waived at all IOCL outlets nationwide.
  • Reward rate: 1 reward point per ₹100 on fuel + retail.
  • Other benefits: 5% cashback on groceries, dining, and movies (capped).

For IOCL loyalists, the card returns 1% in fuel surcharge waiver + 1 reward point per ₹100 = 2% effective. On ₹5,000 monthly fuel spend: ₹100/month = ₹1,200/year.

BPCL SBI co-brand card

A co-brand with BPCL.

  • Annual fee: ₹499 (often waived in first year).
  • Welcome benefit: 2,000 reward points on first spend.
  • Fuel surcharge waiver: 1% fuel surcharge waiver at all BPCL outlets.
  • Reward rate: 5 reward points per ₹100 on BPCL fuel; 1 point per ₹100 elsewhere.
  • Milestone: 2,500 bonus points at ₹1L spend; 5,000 at ₹2L.

For BPCL loyalists, the 5 reward points per ₹100 on BPCL = 2.5% effective return + 1% surcharge waiver = 3.5% total.

Generic fuel surcharge waiver cards

Most premium credit cards waive the 1% fuel surcharge as a baseline benefit. The waiver is automatic; you don't need a co-brand card.

  • HDFC Regalia: 1% fuel surcharge waiver on all fuel purchases (between ₹400 and ₹5,000 per transaction).
  • HDFC MoneyBack: 1% fuel surcharge waiver on all fuel purchases.
  • ICICI Coral: 1% fuel surcharge waiver on all fuel purchases.
  • Axis Flipkart: 1% fuel surcharge waiver on all fuel purchases.

The waiver is capped at ₹250–₹500 per cycle across cards.

The math: ₹5,000/month fuel spend

HDFC IndianOil (at IOCL)

  • 1% surcharge waiver: ₹50/month.
  • 1 reward point per ₹100: 50 points × ₹0.50 = ₹25/month.
  • Total: ₹75/month = ₹900/year.
  • Plus 5% on first purchase (one-time): ₹300.
  • Annual total: ₹1,200.

BPCL SBI (at BPCL)

  • 1% surcharge waiver: ₹50/month.
  • 5 reward points per ₹100 = 250 points × ₹0.50 = ₹125/month.
  • Total: ₹175/month = ₹2,100/year.
  • Plus milestone bonuses at ₹1L/₹2L.

HDFC Regalia (any chain)

  • 1% surcharge waiver: ₹50/month.
  • No fuel-specific rewards (1 reward point per ₹150 on retail = 0.67% on fuel).
  • Total: ₹50–₹60/month = ₹600–₹720/year.

The right card for your fuel chain

IOCL loyalist

  • HDFC IndianOil for the 1% surcharge waiver + IOCL co-brand benefits.
  • Plus HDFC Regalia or MoneyBack for the additional 1% waiver across other chains.

BPCL loyalist

  • BPCL SBI co-brand for the 5 reward points per ₹100.
  • The 5X return is meaningfully higher than the 1% surcharge waiver alone.

HPCL loyalist

  • HDFC Regalia or MoneyBack for the generic 1% waiver.
  • HPCL doesn't have a major co-brand card in India.

Mixed-chain driver

  • HDFC Regalia for the 1% waiver across all chains.
  • The co-brand card's 5X doesn't help if you refuel at a different chain.

The surcharge waiver rules

The fuel surcharge waiver has rules:

  • Transaction range: typically ₹400–₹5,000 per transaction.
  • Monthly cap: typically ₹250–₹500 per cycle.
  • MCC: must be 5541 (service stations).

Transactions below ₹400 or above ₹5,000 don't earn the waiver. The cap limits the benefit at ₹250–₹500/month.

The HPCL alternative

HPCL has a co-brand programme with a few smaller banks (e.g. RBL Bank's HPCL card). The rewards are similar to BPCL SBI but with smaller market share.

For HPCL loyalists, the generic 1% waiver on HDFC or ICICI is competitive.

The diesel surcharge

Diesel has the same 1% surcharge as petrol. Some banks waive the surcharge on diesel as well; some don't. Read the MITC.

The fleet card option

For businesses with significant fuel spend (e.g. logistics, sales teams), fleet cards offer better fuel rewards. Most major issuers have a fleet card product.

For personal use, the co-brand or generic cards above are sufficient.

The right card stack

For most fuel-heavy Indian commuters:

  • Primary: HDFC IndianOil (if IOCL) or BPCL SBI (if BPCL). Co-brand for the 5X.
  • Backup: HDFC Regalia or MoneyBack for the 1% waiver across chains.

The two-card combo covers most fuel spend at maximum rewards.

The annual savings

A typical fuel-heavy household:

  • ₹5,000/month fuel spend.
  • HDFC IndianOil (IOCL) returns ~₹1,200/year.
  • BPCL SBI (BPCL) returns ~₹2,100/year.
  • HDFC Regalia (any) returns ~₹600–₹720/year.

The right card saves ₹1,000–₹2,000/year on fuel. Combined with other category rewards, the annual savings are real.

The bottom line

For IOCL loyalists: HDFC IndianOil. For BPCL loyalists: BPCL SBI. For mixed chains: HDFC Regalia. The annual savings on typical fuel spend: ₹600–₹2,100. Set up auto-pay for the full balance; the fuel savings are pure cashback. The discipline: pick the card that matches your fuel chain, and route other retail to other cards.
